Director of Clinical Services

Accountability: Vice President of Behavioral Health and Wellness

Job Summary/Function:

The Director of Clinical Services is accountable for the administration, operation and oversight of JFCS’s Clinical Outpatient and Prevention services including the Counseling and Trauma Service, Psychological Services, The Children’s Crisis Team (CCT), and the Adolescent Diversion and Assistance Program (ADAP). The Director ensures compliance with all statutes, regulations and contractual requirements.

Qualifications/Education:

  • Master’s degree in Social Work, Psychology or Mental Health Counseling

  • Florida Licensure

  • Minimum of five to ten years of clinical, supervisory and/or management experience, at least five years of which was full-time, post-masters supervised clinical experience with at least two years in an administrative capacity

  • Minimum of three years’ experience in a mental health and/or substance use outpatient clinic setting including at least one year in a leadership position in such a clinic

  • Demonstrated understanding of and competence in serving clinically and culturally diverse populations

  • Superior clinical skills as demonstrated by understanding methods, practices, and therapies beneficial for the treatment of the Agency clientele and the ability to communicate and implement clinical best practices to all clinical outpatient and prevention services staff

  • Program development, implementation, supervision and evaluation with a commitment to results and experience in the provision of evidence based, trauma informed care

  • Personnel management experience and demonstrated commitment to maintaining effective communication with staff and customers to facilitate and promote effective working relationships and excellent customer service

  • Financial management experience inclusive of budget oversight, grants, and third party reimbursement

  • Computer and data management skills, experience with electronic health record, in Microsoft Word, Excel and other databases

  • Excellent verbal and written communication skills

  • High energy level, superior interpersonal skills with the ability to function in a multidisciplinary team atmosphere

  • Must have a valid driver’s license and access to reliable automobile

  • Must be able to perform each essential duties satisfactorily

Essential Duties & Responsibilities:

Supervision:

  • Provide focused leadership, supervision, and support to direct reports and all clinical outpatient and prevention services staff

  • Ensure supervision is provided to all clinical and operations staff and documented in accordance with policies and procedures and related regulations

  • Develop an in-service CEU training program and schedule for professional staff

  • Facilitate a weekly Clinical Management Meetings

  • Complete performance reviews of direct supervisees and ensure that performance reviews are completed for all clinical outpatient and prevention services staff

  • Supervise Clinical Supervisor(s) in clinical outpatient and prevention programs

  • Recruit, interview and assign, supervise clinical interns

  • Ensure adequate clinical staff and retention through ongoing hiring of high quality, well performing staff

  • Ensure the adequacy and appropriateness of clinical care across clinical outpatient and prevention services

Program administration and oversight of clinical outpatient and prevention services:

  • Ensure compliance with all statutes, regulations and contractual requirements for clinical outpatient and prevention services

  • Ensure compliance with all JFCS policies and procedures for clinical outpatient and prevention services

  • Assess the training needs of clinical outpatient and prevention services staff and coordinate appropriate training to ensure compliance

  • Ensure a high level of quality care and services for JFCS clients by coordinating and communicating operational procedures to staff

  • Implement and ensure performance quality improvement (PQI) for clinical outpatient & prevention services

  • Monitor, evaluate, and modify programs while adhering to JFCS, funder and regulatory guidelines and standards

  • Monitor and supervise programmatic budget compliance and revenue of programs to ensure maximum revenue potential and efficient utilization of programs

  • Manage proactively outpatient counseling service finances including budget development, health plan contract development, productivity monitoring and financial management

  • Function as a liaison to Medicaid, Medicare, State, Local, and Federal funding sources as well as to other regulatory agencies with respect to ongoing operations

  • Plan and assure the submission of grants related to finding programs consistent with programmatic needs

  • Identify service gaps and plan programs and service initiatives to address areas and assist in presenting proposals to funding sources

  • Provide strategic planning and development for ongoing programs and new programs

  • Ensure maximization of referrals by coordinating and providing outreach efforts of programs to the community referral sources and potential partners

  • Collaborate with other JFCS program directors to identify opportunities to integrate existing and new services across the Agency, and facilitate access to clinical outpatient and prevention services for individuals served across departments

  • Develop affiliations and strategic alliances, and liaison to state agencies, payers, community providers and other partners and stakeholders

  • Represent JFCS and the clinical outpatient and prevention services at community events, work groups and related venues and initiatives

  • Manage and respond to unique or specialized requests for services

  • Ensure access to essential amenities by people seeking services, including access and ease of maneuvering around the physical site, reasonable accommodations for working animals and communications (TTY, Video Phone, etc.), in collaboration with the Human Resources, IT and Facilities departments

  • Manage and respond to critical incidents, concerns, feedback, or complaints from clients, funders, community partners or other parties with promptness, courtesy, and respect and in compliance with all policies, procedures, regulations and contractual requirements

Physical Requirements:

  • Light physical activity is required with occasional lifting of objects up to 10 pounds. Work is normally performed in an office setting. Duties will require travel in personal vehicle.
