Director of Homeless and Prevention Services

Duties and Responsibilities:

  • Expand and continually improve Operation Military Assistance Program, Building Strong Families Program, and Financial & Employment Advancement Program.
  • Networking, public relations and community outreach with community agencies and other significant stakeholders relevant to the position
  • Assist with department related grant writing
  • Assist with the development of new funding sources for the Homeless and Prevention Services Department.
  • Supervision of Homeless and Prevention Service Department Staff
  • Assure staff productivity in line with agency standards as negotiated with the Chief of Client Services.
  • Coordinate and deliver staff training, as required
  • Support and supervise TFA/financial approvals for the program.
  • Responsibility for utilization review and quantitative standards of the department
  • Responsibility of case record accuracy, monthly repository upload and all content and deadlines for the department.
  • Responsibility for the development of outcome measures and analysis of department programs with the support of Chief of Client Services.
  • Assistance in the development of the department budget
  • Assist with special agency projects
  • Agency liaison and representation with Department of Veteran Services
  • Annual Homeless Veteran Stand Down agency lead
  • Assist in the oversight of agency policies and procedures, upgrading and revising them as needed
  • To assist the Chief of Client Services, as required
  • Collaborate with community partners and agencies
  • Represent JFCS at meetings with community partners

Professional Qualifications

Minimum of a bachelor’s degree in a human services related program; Masters preferred;

Minimum of five years direct practice with homeless services;

Minimum of four year’s administrative and supervisory responsibilities;

Ability to work independently and to take direction;

Experience with building community outreach and partnership development;

Strong organizational skills and attention to detail;

Strong interpersonal skills, ability to deal with sensitive situations, maintain confidentiality, and effectively communicate with a wide variety of constituents.

Desirable skillsets and/or Training Requirements:

  • Providing interventions in a manner that demonstrates respect for socio-  cultural values, personal goals, life style choices, and complex family interactions
  • Psychosocial and ecological or person-in-environment perspectives.
  • The laws regarding mandated reporting of suspected abuse and neglect; the boundaries and appropriate responsibilities of the counseling program, and the child or adult protective authorities;
  • Issues and responsibilities related to the “duty-to-warn.”
  • In-service training on recognizing issues that indicate the need for a psychiatric referral or more intensive services such as crisis intervention, mental health services, substance abuse services, day treatment, or residential treatment.
  • Establishing a consumer/case manager relationship and the functions of a case manager;
  • Confidentiality and abiding by professional ethics;
  • Eligibility standards and understanding service programs, purposes, and elements;
  • Public assistance programs, eligibility requirements, and benefits;
  • Organizational structure, service mandates, policies, and limitations; Case advocacy; The community service delivery system; and Inventory assessment, service planning, tracking, and supervisory tools.
  • Assessment and treatment issues related to special needs populations.
  • Recognizing the presence of co-occurring mental health and substance abuse disorders.
  • Thorough understand of SSVF requirements and related systems such as HMIS.
  • Sensitivity to service populations and socio-economic issues
  • Complete All mandatory JFCS and SSVF (within 30 days), SOAR (within 90 days) training
